Regional Partnership

Partnership History

In 1997, the Indiana Arts Commission and 12 community-based organizations jointly established the Indiana Regional Partnership Initiative, a collaborative project to enhance support for arts and cultural activities statewide, especially in underserved areas. The Jasper Community Arts Commission was asked to partner with the IAC in order to provide 4 core services to artists, arts providers and arts consumers in the 6 county region now known as Region 11 (Crawford, Daviess, Dubois, Martin, Orange and Perry). The core services are: Grants Administration, Information and Referral, Technical Assistance and Cultural Planning.

Grants Administration

The IAC provides block grant funds to the JCAC for re-granting to arts providers within Region 11 to assist with both arts project support and annual support. Organizations may apply directly to the local arts partner on an annual basis. Over the Partnership?s history, the JCAC has re-granted over $261,000 in support to 36 regional organizations. In Fiscal Year 2009, the JCAC will distribute more than $31,000 to 12 organizations in Region 11 for support of their arts projects and activities.

Information and Referral

The JCAC provides current arts information to the region through the bi-annual newsletter, pARTicipate, and two websites, www.jasperarts.org and www.indianaarts.org. A monthly emailed newsletter, Arts UPDATE, is distributed free of charge to anyone interested in joining this mailing list. Media releases detail the JCAC activities and are sent to more than 75 media outlets in the area. Individual assistance is also given daily by the JCAC staff.

Technical Assistance

The JCAC is committed to providing assistance to arts providers and individual artists in our region. Formal workshops have been held throughout the region each year regarding the grants program. Individual sessions with arts organization representatives, artists and interested patrons are also scheduled upon request. Past workshops have included topics such as Board Development and Fundraising for Non-Profit Organizations and the use of the Internet to promote arts activities and promote individual artists. In 2006, a series of topical discussions began under an informal, yet informational gathering of artists known as the INteract Arts Group, on a monthly basis.

Cultural Planning

An on-going survey system is used to capture important needs assessment information from regional schools, artists and arts and civic organizations. Input is collected through printed and electronic surveys and county-wide meetings held annually. A regional cultural plan guides the JCAC's direction in meeting the cultural needs of the region.

Regional Volunteers

Regional volunteers are vital to the success of the Regional Arts Partnership. Members of the Region 11 Advisory Council represent each of the six counties and meet quarterly to discuss methods and structures for improving services within the region.

Serving the Region for 2008-2009 are:
Don Standiford (Crawford), Linda Myers, De Odell and Karen Dorrell (Daviess), Kim McConnell, Gary Eck, Kathy Hilger, and Dave Boeglin (Dubois), Leah Morgan (Martin), Melinda Sketo and Don Smelser (Orange) and Amy Gibson and Bob Ramsbottom (Perry).

Volunteers who serve on the Region 11 Grant Review Panel review grant applications each fiscal year and make funding recommendations to the JCAC. Their generosity of time and talent enables organizations in the region to be funded with state and federal dollars in such a way as to contribute to the arts in their communities.
